The incumbent will serve as the Contractor Field/Safety Coordinator (“Liaison”) for all contractor work activity on site. This includes work done under Merck Purchase Orders and Purchase Orders issued by Integrated Facilities Management partners. Primary responsibility will be to ensure that all contractors are performing work in accordance with all applicable Cherokee Safety Procedures and Merck EHS Standards including SP-20 and SN-08, as well as applicable OSHA standards (1910 & 1926)

Primary Activities Primary activities include, but are not limited to:

Ensures contractors are qualified and trained before their work begins. This is typically done using ISNEt.

Attends pre-bid/pre-construction meetings as needed.

Oversees all contractor activity on site to ensure adherence to all safety, environmental and cGMP requirements.

Indirectly manages contract and project craft resources.

Issues high risk work permits to contractors as needed ensure maintenance and installation work is performed without incident.

Monitors compliance with all high risk permit requirements.

Coordinates the handoff of equipment/facilities as needed to contractors to ensure all cGMP, safety, and environmental requirements are met.

Coordinates or conducts field condition assessments/reviews of site facilities as needed.

Completes work place inspections as specified in SP20.

Completes periodic performance evaluations as specified in SP20.

Performs end of job evaluations as specified in SP20.

Summarizes qualifications, inspections, and evaluations and provides reports to site EHS team as required.

Maintains a current list of qualified contractors.

Support site, Corporate, and Agency inspections of contractor activity.

Verfies that contractors maintain injury/illness data/records (e.g. OSHA Log).

Serves as subsystem owner for designated high risk work standards.

Reviews and approves contractor logistics plans and Job Safety Assessments as needed.

Ensures subcontractor compliance with safety procedures, standards, and regulations.

Ensures adequate and timely completion of contractor accident/injury investigations.


HS Diploma AND a minimum of four (4) years relevant experience OR a BS degree AND a minimum of two (2) years of relevant experience (preferred).

Previous experience as a contractor safety coordinator, project safety coordinator, or facilities maintenance manager is strongly preferred. Experience managing large (>30 man/day) shutdown maintenance activities is also preferred along with demonstrated ability to coordinate planned process shutdown work with other (outside) functional groups groups (i.e. utilities, central engineering, contractors, and site engineering). Must communicate well with many stakeholders across multiple disciplines. In addition, knowledge of hazardous chemicals/materials and applicable safety/environmental regulations is required.

OSHA 10 hour training is required.

Knowledge of and experience with the following is strongly preferred:

Confined Space Regulations, Fall Protection, Permit Authorization, Trench and Excavations, Hazmat Communications, Scaffolding Competent Person, Powered Industrial Truck Regulations, Aerial Lift Regulations, Crane and Rigging.

May be required to work with hazardous chemicals while wearing personal protective equipment.
